Position: Package Manager - Electrical Engineering

Location: Client Office at Culham - Hybrid working: 4 days per week office attendance.

Arrangement: Contract (Inside IR35) or Permanent basis.

Purpose of the Role:

The Package Manager – Electrical Engineering is a key technical position delivering safe, compliant, and efficient engineering solutions for decommissioning activities through the pre-construction and construction phases. This role brings industry knowledge and experience, and best practices in the decommissioning-engineering field in compliance with applicable regulatory and legal requirements.

The role is accountable to the JDR Decommissioning Lead Engineer/Worksite Lead Engineer/ Plant Safety Team for the engineering tasks in HV and LV electrical systems decommissioning planning and execution, decommissioning process/procedure development, design and implementation of decommissioning plans, and documentation for decommissioning activities. In some cases this would entail working with UKAEA “ATOH” (Authority to operate holders) holders and Plant Safety Team.

 

Key Responsibilities:

  • Ensure development, implementation, and compliance with technical processes and operating procedures for electrical decommissioning.
  • Develop detailed plans for electrical system decommissioning, including schedules coordinated with waste, logistics, and other site interfaces.
  • Conduct site surveys to identify electrical assets requiring isolation or removal and document findings.
  • Perform risk assessments and implement mitigation measures to prevent electrical hazards during decommissioning activities.
  • Engage with programme stakeholders and suppliers to define requirements, manage interfaces, and maintain positive relationships.
  • Provide expert advice to resolve obstacles using creative solutions, lessons learned, and best practices.
  • Manage or supervise disconnection, removal, and disposal of electrical equipment such as transformers, switchgear, panels, wiring, and generators.
  • Prepare and maintain electrical drawings, isolation registers, method statements, risk assessments, and technical reports.
  • Conduct final inspections and testing to confirm safe decommissioning and operational integrity of remaining systems.
  • Ensure proper handling, recycling, or disposal of electrical materials and
    hazardous waste; identify opportunities for reuse or repurposing.

Profile

Qualifications:

  • Relevant engineering degree (BSc/MSc) or equivalent.
  • Chartered Engineer status with a recognized professional institution or significant experience in similar decommissioning roles.
  • Familiarity with CDM regulations and their implementation.

Core Knowledge Areas:

  • Strong understanding of design standards and UK compliance requirements.
  • Knowledge of Health and Safety at Work etc. Act 1974.
  • Extensive knowledge of design codes and regulations, including BS 7671.
  • Understanding of building electrical systems (distribution networks, emergency power, control systems).
  • Familiarity with LOTO procedures and electrical hazard mitigation.
  • Familiarity with industry-standard information management systems used in decommissioning.

Experience:

  • Proven track record delivering engineered solutions in decommissioning or
    waste management projects.
  • Proven engineering experience delivering complex electrical solutions in large programmes/projects.
  • Experience in highly complex technical projects, including risk mitigation.
  • Extensive experience in decommissioning, demolition, or facility
    decommissioning environments.
  • Application of design standards and risk mitigation in electrical engineering.
  • Experience supervising staff and collaborating with project managers.
  • Familiarity with industry-standard information management systems.
  • Experience supervising staff and ensuring adherence to safety and design
    standards.
