Description of the assignment

1. Estimating Leadership & Governance 
Lead the estimating function, setting clear priorities, standards, and ways of working. 
Define and implement tender strategies aligned with Company objectives, risk appetite, and capacity. 
Ensure rigorous application of Gated Lifecycle processes and Stage 2 approvals i.e bid/gate documents, approvals, and reviews  
Maintain accountability for estimate quality, accuracy, robustness, and commercial integrity. 

2. Resource & Pipeline Management  
Proactively plan and manage estimating resources against the live and forecast opportunity pipeline. 
Balance workload, deadlines, and risk across multiple bids and sectors. 
Identify resource constraints early and propose solutions 
Support go/no-go decisions through clear visibility of resource capacity  

3. Systems, Standards & Digital Tools 
Maintain, and continuously improve estimating standards, templates, build-ups, and procedures. 
Drive adoption and effective use of digital tools, software and data systems to improve estimating efficiency and consistency. 
Ensure consistent use of CRM (Salesforce) and other business systems for accurate reporting and forecasting. 

4. Return of Experience (REX) & Continuous Improvement  
Collaborate with Operations, Quality and Commercial teams to establish and maintain a structured REX process 
Ensure operational feedback, outturn costs, productivity data, and lessons learned are captured and embedded into pricing rates, build-ups, and risk valuations.  
Regularly review estimate accuracy versus project outcomes and implement corrective actions. 

5. Bid Delivery & Stakeholder Engagement 
Support Regional PreConstruction Managers in developing clear, competitive, compliant bids. 
Ensure early engagemt from Operations, Commercial, Technical Solutions, and Supply Chain during bid development. 
Support contract negotiations and ensure structured handover of winning bids to Operations. 
Maintain proactive engagement with clients, partners, and key suppliers  

6. Team Leadership & Development 
Manage, mentor, and develop the estimating team, building both technical capability and commercial awareness. 
Identify skills gaps and implement training, coaching, and succession planning. 
Foster a collaborative, forward-thinking, and improvement-led team culture. 
Set clear objectives and performance expectations aligned with business goals.

As our Estimating Manager, you will lead a high‑impact function at the heart of our business growth.  You will shape the estimating strategy, elevate performance, and ensure our bids are accurate, competitive, and consistently aligned with operational reality. This is a key leadership role for someone who thrives on driving improvement, developing people, and delivering results that influence the future of the business.

What you will lead and deliver:


-  You will set the vision and strategy for the estimating function, ensuring we remain competitive in a fast‑moving market.
-  Proactively manage resources across the opportunity pipeline to meet demand effectively.
-  Develop people, processes, and digital tools to boost efficiency, standardisation, and quality of outputs.
- Embed REX (Return of Experience) to ensure estimates accurately reflect operational performance and lessons learned.

Skills and experience you will bring:

-  Strong estimating and cost-planning background in civil engineering and structural refurbishment 
-  Proven experience managing an estimating function or team
-  Demonstrated ability to plan resources and prioritise workload across multiple opportunities
- Strong understanding of how estimates translate into operational delivery and commercial outcomes
-  Experience implementing or improving estimating systems, standards, or digital tools
-  Engineering or construction-related qualification (advantageous)
-  Excellent analytical, numerical, and problem-solving skills
-  Confident communicator with the ability to influence across departments and seniority levels
